The handbook presents best practices of human rights in different localities.

The Handbook on Human Rights at Local and Regional Levels is the first of a series of publications planned by the Congress of Local and Regional Authorities of the Council of Europe. I have contributed as a consultant and produced a foreword to the Handbook.
